The Biden administration on Wednesday said that it would begin requiring dairy cows moving across state lines to be tested for bird flu, which has been spreading in herds for months. But the country’s dwindling marriage rate could buck that trend and a rapidly declining population might render it moot entirely. If the rules carry on, all Japanese people could have the surname Sato by 2531, according to Hiroshi Yoshida, an economist from Tohoku University in Sendai, who led the study. According to Myoji Yurai, a company that tracks Japan’s more than 300,000 surnames, Sato is currently the most common, followed by Suzuki. About 1.8 million people out of Japan’s 125 million population have the surname Sato, Myoji Yurai says on its website.

CNN —Two men in New York have been charged with distributing fentanyl-laced heroin that allegedly caused the death of transgender activist Cecilia Gentili in February, prosecutors announced Monday. “Cecilia Gentili, a prominent activist and leader of the New York transgender community was tragically poisoned in her Brooklyn home from fentanyl-laced heroin. Medical examiners determined she died from “acute intoxication caused by the combined effects of fentanyl, heroin, xylazine, and cocaine. Prosecutors accuse Venti of selling the laced heroin, allegedly supplied by Kuilan, to Gentili on February 5, citing text messages, cell site data, and other evidence. CNN —Moose, a dog that was supposed to be on an outgoing Alaska Airlines flight Tuesday from Raleigh-Durham International Airport, has been reunited with its owner after a “misstep in the cargo loading process,” the airline said. “The dog was scheduled to fly on our flight Tuesday night with its owner, but due to a misstep in the cargo loading process, the dog did not make the trip. “He is safe and sound and had a good breakfast courtesy of one of our K9 officers,” the airport spokesperson said. Alaska Airlines apologized for the mishap and said it’s happy the dog and owner have been reunited. “We’re happy that the dog is safely back with its pet parent,” an Alaska Airlines spokesperson said.

CNN —The Kremlin’s security services were aware of an ISIS threat days before a deadly attack on a concert hall near Moscow, Russian intelligence documents obtained by a UK-based investigative organization suggest. The Dossier Center is a Russian investigation group backed by Mikhail Khodorkovsky, an exiled former Russian oil tycoon turned Kremlin critic. “Even before the attack on Crocus City Hall, a source close to the intelligence services told the Dossier Center about this,” it added. The following year, German police arrested several people from Tajikistan accused of plotting an attack on Cologne Cathedral, according to the Dossier Center. According to the Dossier Center, Russian law enforcement was monitoring all these reports and “considered the risk” to Russia.
